ABOUT THE PROJECT
Armenia Counter-FIMI Hub 2026
Armenia Counter-FIMI Hub 2026 (ARM CFH 26) is an operational and analytical project aimed at strengthening Armenia’s capacity to identify Foreign Information Manipulation and Interference (FIMI) during the post-election period and throughout the subsequent stages of the political cycle.
The project is based on the assumption that the primary limitation in identifying influence operations is not a lack of individual pieces of information, but the absence of a mechanism capable of transforming dispersed signals into verified, comparable, and analytically useful knowledge. Local civil society organisations have access to regional information environments, communities, and sources, but their observations are not always collected according to shared standards or incorporated into a broader assessment of the situation.
ARM CFH 26 establishes such a mechanism by combining a network of 8–12 Armenian non-governmental organisations, a common FIMI identification methodology, expert mentoring, and the Operational Hub—a secure environment for documenting incidents, exchanging information, and conducting analytical work. The project will involve between 12 and 20 representatives of organisations operating both in Yerevan and in other regions of Armenia.
Participants will monitor selected digital platforms, media outlets, communication channels, and regional information environments. Identified events will undergo triage, verification, classification, and an assessment of their risk and potential impact. Incidents of particular significance will be developed into case studies, warnings, and situational analyses. All outputs will be prepared according to common evidentiary standards and quality assurance procedures.
The INFO OPS Polska Foundation brings to the project its experience in identifying information and psychological operations, analysing FIMI, developing early-warning systems, and translating monitoring data into situational assessments. Cooperation with Armenian partners will enable the methodology to be adapted to the local information environment and analytical capabilities to be combined with regional expertise.
The result of the project will be not only an improvement in participants’ competencies, but above all the creation of a sustainable cooperation mechanism: a functioning network of organisations, a shared incident register, a structured knowledge base, and the capacity to move more rapidly from the detection of a threat to its analytical assessment. The project aims to increase situational awareness among expert, institutional, and civic communities and to strengthen the resilience of Armenia’s information environment to external influence operations.
